本书以法治悖论为切人点，充分把握经济所有制、国家发展战略以及政党—国家体制的特点，从决策权、执行权、监督权的权力结构和运行机制的双重视角对公共权力的法治困境及其根源展开了系统分析。本书提出了地方政府治理的三重逻辑，即政治逻辑、经济逻辑与法治逻辑，并分析了三重逻辑之间的矛盾冲突，以此来解释法治悖论和系统性腐败的产生。此外，本书还发展了对廉政治理体系的认识，提出必须建立基于权力法治的廉政治理体系，从而推动我国公共权力的法治化进程。

Taking the paradox of the rule of law as the cutting point, this book fully grasps the characteristics of economic ownership, national development strategy and party-state system, and systematically analyzes the dilemma of the rule of law and its root causes from the dual perspectives of the power structure and operation mechanism of decision-making power, executive power and supervision power. This book puts forward the threefold logic of local government governance, namely political logic, economic logic and rule of law logic, and analyzes the contradictions and conflicts between the three logics to explain the paradox of rule of law and the emergence of systemic corruption. In addition, this book also develops an understanding of the integrity system and proposes that it is necessary to establish a system of integrity based on the rule of law of power, so as to promote the process of rule of law of public power in China.（AI翻译）
