人性作为哲学的基本范畴之一，其与公共行政的关系是研究公共行政哲学基础的逻辑前提。在公共行政实践的进程中，先后出现了“政治人”“经济人”“社会人”等多种人性假设，由于“经济人”假设在追逐私利、个人本位、契约行为以及“政治人”假设在利益取向、团体本位、政治活动等方面，与公共行政的“定向”“定位”以及“定陛”等“大问题”存在着冲突，不宜成为公共行政的哲学基础。从公共行政的“公共性”品质出发，人性之维的公共行政哲学基础应当是实现公共利益最大化的“公共人”。以“公共人”为人性预设，构建公共行政学科体系以及推动公共行政实践转型，是研究公共行政哲学基础的理论和实践价值。

As one of the basic categories of philosophy, the relationship between human nature and public administration is the logical premise for studying the philosophical basis of public administration. In the process of public administration practice, a variety of human hypotheses such as "political man", "economic man" and "social man" have emerged successively, and because the "economic man" hypothesis is in pursuit of self-interest, personal standard, contractual behavior, and the "political man" hypothesis in conflict with the "orientation", "positioning" and "determination" of public administration and other "big issues", it is not suitable to become the philosophical basis of public administration. Starting from the "public" quality of public administration, the philosophical basis of public administration in the dimension of human nature should be the "public person" who maximizes the public interest.
