Abstract：In July 2017，President Xi proposed to create a fair，transparent and predictable business environment.According to this instruction，Guangzhou Party Committee made“the market-oriented，internationalized，legalized business environment”as the primary focus of deepening reform work.This report draws on the framework of the World Bank’s“Doing Business Report”Assessment Index System，and collects 10 indicators including“starting a business”，“dealing with construction permits”and so on in some countries and regions，to compare with Guangzhou.The comparative analysis found that business environment in Guangzhou has made remarkable progress and got remarkable results，but there are still gaps with advanced economies，mainly reflected in fragmentation of reform and innovation in government departments，the lack of reform’s details，the week spirit of change，the scarce support of small and medium-sized enterprises，and not enough supply of market factors.We recommend to provide market entities with high-level policies，high-standard services，high-quality elements，and a sound market system to optimize the business environment in Guangzhou.In addition，this report demonstrates hard work and suggestions of six municipal departments in Guangzhou from the perspective of administrative angel.It shows how 11 regions in Guangzhou put efforts to optimize business environment.At last，this report selects two advanced cities for analysis and reference.
