《中国绿色GDP绩效评估报告(2017年湖北卷)》是华中科技大学国家治理研究院绿色GDP绩效评估课题组,继2016年成功发布中国首个由高校智库公开发布的地方性绿色GDP绩效评估报告《中国绿色GDP绩效评估报告(2016年湖北卷)》之后,第二次发布的绿色GDP绩效评估年度性研究报告。《中国绿色GDP绩效评估报告(2017年湖北卷)》发布后,人民网、新华网、光明网、《民生周刊》、湖北电视台等超过30余家各类媒体对报告内容及其观点进行了报道。多名专家和媒体记者认为,该报告资料翔实,数据可靠,所体现的绿色GDP绩效评估“中国算法”具有“破冰”意义,其政策建议具有科学基础,已经具备应用可能,值得实践和推广。相比《中国绿色GDP绩效评估报告(2016年湖北卷)》,《中国绿色GDP绩效评估报告(2017年湖北卷)》既有继承又有发展。第一,《中国绿色GDP绩效评估报告(2017年湖北卷)》所采集的数据量更大,使其结论更具科学性。课题组采集了湖北省统计局、湖北省环保厅、国家发展与改革委员会等公开发布的2008年至2015年共计496,791个有效数据。报告增加了湖北省2015年17个地市州在能源消耗、污染排放等方面的78,081个有效数据。第二,《中国绿色GDP绩效评估报告(2017年湖北卷)》提供了更加丰富、准确的决策支持信息。除去国家有关部门公开发布的GDP、人均GDP等数据外,课题组利用独立开发的“绿色发展大数据分析平台”测算出7,316个结论性数据。这些数据包括湖北省17个地市州2015年的绿色GDP、人均绿色GDP、绿色发展指数;各地市州GDP、人均GDP、绿色GDP、人均绿色GDP、绿色发展指数的年度性平均增速等量化评估结果。以上数据从多个层面呈现了湖北省17个地市州的绿色发展现状。第三,《中国绿色GDP绩效评估报告(2017年湖北卷)》的结论更加全面、准确。报告从历史、特点和发展目标三个主要方面,分别增加了湖北省17个地市州的背景描述,并在此基础上,结合测算出的GDP、人均GDP、绿色GDP、人均绿色GDP、绿色发展指数等各种科学数据,对湖北省2015年17个地市州的绿色发展规律、发展态势作了全面客观探索,并从思想认识、组织管理、制度建设、机制协调等多层面对湖北省的绿色发展提出了全方位的针对性政策建议。根据测算,《中国绿色GDP绩效评估报告(2017年湖北卷)》对湖北省17个地市州的GDP、人均GDP、绿色GDP、人均绿色GDP、绿色发展指数进行了绩效排名。报告指出,2015年湖北省17个地市州的GDP排名依次为:武汉、宜昌、襄阳、荆州、黄冈、孝感、荆门、十堰、黄石、咸宁、随州、鄂州、恩施州、仙桃、潜江、天门、神农架。2015年湖北省17个地市州的人均GDP排名依次为:武汉、宜昌、鄂州、襄阳、潜江、仙桃、黄石、荆门、咸宁、十堰、随州、天门、孝感、荆州、神农架、黄冈、恩施州。2015年湖北省17个地市州的绿色GDP排名依次为:武汉、宜昌、襄阳、黄冈、孝感、荆门、十堰、荆州、黄石、咸宁、随州、鄂州、恩施州、仙桃、潜江、天门、神农架。2015年湖北省17个地市州的人均绿色GDP排名依次为:武汉、宜昌、鄂州、襄阳、潜江、仙桃、黄石、荆门、咸宁、十堰、随州、天门、神农架、孝感、荆州、黄冈、恩施州。2015年湖北省17个地市州的绿色发展绩效指数排名依次为:武汉、宜昌、神农架、襄阳、十堰、仙桃、黄石、鄂州、随州、荆门、恩施州、潜江、咸宁、孝感、天门、黄冈、荆州。根据评估结果,《中国绿色GDP绩效评估报告(2017年湖北卷)》对湖北省17个地市州的绿色发展现状及其特点、发展趋势展开了理论分析。报告认为,第一,2015年湖北各地市州绿色发展区域差异明显,大致可分为“三大阵列”。武汉各项指标均居湖北省内首位,与宜昌、襄阳共列湖北绿色发展综合绩效第一方阵。而黄冈、孝感、荆州、恩施州、潜江、天门、神农架均有3个以上指标排在第12名之后。荆门、十堰、黄石、咸宁、随州、鄂州、仙桃的GDP、人均GDP、绿色GDP、人均绿色GDP、绿色发展指数排名位次多为第8名左右,处于中游。第二,经济新常态下,湖北各地绿色发展的转型阵痛感明显。自2011年之后,湖北省各地区的GDP、人均GDP、绿色GDP、人均绿色GDP增速均有不同程度放缓。2015年黄冈、荆州、潜江三地的各项指标均低于全省平均值,荆门、黄石、鄂州三地绿色GDP、人均绿色GDP、绿色发展绩效指数增幅高于湖北各地的平均增幅,但其GDP、人均GDP却低于全省平均增幅。第三,湖北省各地区继续保持各自不同的绿色发展态势。武汉、宜昌、十堰、鄂州、黄冈、荆门、神农架、咸宁在GDP增速、人均GDP增速、绿色GDP增速、人均绿色GDP增速方面各指标并没有较大波动。随州、恩施、荆州、孝感、仙桃等绿色GDP增速、人均绿色GDP增速开始超越该地区GDP增速、人均GDP增速。黄石地区、天门、襄阳等地的绿色GDP增速、人均绿色GDP增速明显低于该地区GDP增速、人均GDP增速。课题组认为,湖北省有必要继续强化绿色发展理念的贯彻和落实,从多个层面协同推进湖北省的绿色发展。《中国绿色GDP绩效评估报告(2017年湖北卷)》提出了六个方面的对策和建议。第一,在思想认识上,湖北省仍有必要立足湖北绿色发展的区域差异现状,进一步解放思想,坚持走绿色发展道路,高度重视湖北绿色发展的贯彻落实。第二,组织领导上,建议湖北省成立省委省政府直接领导的“绿色发展与改革领导小组”,加强湖北省绿色发展制度的顶层设计,统筹湖北绿色发展。绿色发展涉及诸多行业和部门,需要有一个权威机构整合各方资源。第三,干部绩效考核上,引入绿色GDP绩效评估机制,健全湖北省地方领导干部的“绿色发展考评”制度,制定与各地相适应的“绿色发展绩效考核”细则,抓好关键少数,压实主体责任,使之成为推动湖北绿色发展的主要抓手。第四,制度建设上,围绕湖北省的绿色发展需要,推进全省的绿色发展治理体系改革,强化发展与改革委员会、组织人事部、统计局、环保厅等各职能部门之间的协调,理顺湖北省的绿色发展体制机制。第五,数据跟踪与分析方面,建立省域绿色发展中心数据基地,强化对湖北各地绿色发展状况的精准跟踪监测与大数据分析、评估,帮助各级政府采取有针对性的有效措施,实现湖北绿色发展的精准治理。第六,积极构建政府决策机构与智库的良性互动长效机制,畅通绿色发展的专家决策支持、舆论宣传渠道,强化智库研究与地方治理的有效协作,共同推进湖北省绿色发展。《中国绿色GDP绩效评估报告(2017年湖北卷)》发布后,多名专家和媒体记者专门撰文指出,绿色发展不能蹈虚,而是要抓地有痕,落在实处,因而也需要一套实打实的缜密“算法”。华中科技大学国家治理研究院绿色GDP绩效评估课题组在绿色GDP绩效评估“中国算法”方面已经取得重大突破。这既是中国智库探索绿色发展路上的可贵成就,也是所有追求绿色发展的国家和地区可资借鉴的中国版“方法论”。珍视这套中国版的绿色发展“方法论”,尽快将其应用于实践之中,与官员政绩考核等相结合,让绿色发展更能“靶向施策”、有的放矢,也将成为当务之急。发布会后,由《中国绿色GDP绩效评估报告(2017年湖北卷)》衍生出的“绿色GDP绩效评估:用科学数据指引地方绿色发展”、“绿色GDP绩效评估论要:缘起、路径与价值”、“绿色GDP绩效评估指引地方治理的实证新探索”等多项理论成果,也陆续被光明内参总编室、中共湖北省委员会、湖北省人民政府等机构采用。华中科技大学国家治理研究院绿色GDP绩效评估课题组,也将尽可能完善和发展绿色GDP绩效评估研究,适时推出系列研究报告等多项成果,持续助力全人类的绿色发展。Indicative Technology after the debut of the Report on GreenGDPPerformance Evaluation of China(2016 Hubei Province).Report on GreenGDPPerformance Evaluation of China(2017 Hubei Province)is the first localGDPPerformance Evaluation published by the university think tank.The report is reported by more than 30 media including People's Network,Xinhua News Agency,Guangming Network,Minsheng Weekly and Hubei TV,etc.after its publication.The report is rich in information and valid in data and the Chinese Algorithms reflected in GreenGDPperformance evaluation is the breakthrough in this regard.The policy suggestions have the scientific basis and are worth applying,putting into practice and promoting.Reporton GreenGDPPerformance Evaluation of China(2017 Hubei Province)realizes the further improvement on the basis of Report on GreenGDPPerformance Evaluation of China(2016 Hubei Province) while inherits good points of the report in 2016.First,Report on GreenGDPPerformance Evaluation of China(2017 Hubei Province)collected a larger volume of data to enhance the scientificity of the conclusion.496,791 valid data published by Hubei provincial statistics department,Hubei Environmental Protection Department and National Development and Reform Commission,etc between 2008 and 2015 are collected.78,081 valid data in energy consumption and pollution emission of 17 cities of Hubei development differ in Hubei province 2015,which can be divided into three arrays.Every single index of Wuhan city along with the comprehensive performance of Hubei green development of Yichang and Xianggang belong to the first array.However at least three index of Huanggang,Xiaogan,Jinzhou,Enshizhou,Qianjiang,Tianmen,Shennongjia rank after 12th;GDP,per capitaGDPGreenGDP,per capitaGDPof Jinmen,Shiyan,Huangshi,Xianning,Suizhou,Ezhou,Xiantao rank between 8th,in the middle reach.Second,under the backdrop of the new normal of China's economy,the transformation of green development of Hubei province is faced with difficulties.TheGDP,per capitaGDP,greenGDPand per capita greenGDPof Hubei province slow down in various degrees.In 2015,every single index of Huanggang,Jinzhou,Qianjiang are below the provincial average.The growth annual growth of greenGDP,per capita greenGDPand green development performance index exceed that of the average one among which theGDP,per capitaGDPare below the provincial level.Third,different regions in Hubei province keep different trend of green development.There is not huge fluctuation in every index ofGDPgrowth rate,per capitaGDPgrowth rate,greenGDPgrowth rate and per capita greenGDPin Wuhan,Yichang,Shiyan,Ezhou,Huanggang,Jinzhou,Shennongjia and Xianning.GreenGDPgrowth rate and per capita greenGDPgrowth rate of Suizhou,Enshi,Jinzhou,Xiaogan,Xiantao begin to surpass theGDPgrowth rate,per capitaGDPgrowth rate of the above cities.The greenGDPgrowth rate and per capita greenGDPgrowth rate of Huangshi district,Tianmen,and Xianggang etc are far below theGDPgrowth rate and per capita growth rate of the above regions.It is believed that there is a need for Hubei province to further reinforce the implementation of green development principle and the green development of Hubei province needs to be promoted from different aspects.Report on GreenGDPPerformance Evaluation of China(2017 Hubei Province)puts forwards suggestions from six aspects.First,there is a need for Hubei province on the basis of the present regional differences in green development to further emancipate the mind,embark on the road of green development and attach great importance to the implementation of green development of Hubei province.Second,it is suggested that the guiding team of green development and reform should be practiced under the leadership of the provincial government,top-down design of green development should be established.Green development concerns several industries and sectors and a authority is needed to integrate resources of different sectors.Third,from the perspective of cadre performance assessment the greenGDPperformance evaluation system is introduced,rules and regulations for green development performance assessment were formulated.Critical minority should be attached great importance and main body responsibility should be strengthened to make theGDPperformance Environmental Protection is strengthened and thus a system for green development will be rationalized.Fifth,from the perspective of data trace and analysis,provincial data base for green development is established to strengthen the accurate supervision and big data analysis and assessment for green development of Hubei province so as to help governments at different levels to take the effective and targeted measures to realize the precise management of green development.Sixth,a positive and long-term interactive system is established between government policy-making body and think-tank.Experts decision supporting for green development and propaganda channel should be available to strengthen the efficient corporation between think tank research and local management.Many experts and media reporters report that green development should be put into real practice and a set of meticulous algorithm should be established after the publication ofReport on GreenGDPPerformance Institute of State Governance of Huazhong University of Science and Technology.The pperformance evaluation is not only the valuable achievement of Chinese think tank to explore the road of green development but also the Chinese methodology for other countries' reference.That the set of Chinese methodology fro green development should be treasured and put into practice as soon as possible and should be combined with the performance examination of government officials to make the green development more targeted has become the top priority.After the press conference,greenGDPperformance 西部城镇化和农业现代化相互协调发展研究

简介: 我国推进城镇化具有重要意义,城镇化水平是衡量一个国家和地区发达程度的重要标志,是我国现代化建设的历史任务。但我国的城镇化和世界其他国家有所不同,具有中国特色。第一,城镇化速度快。1978—2015年我国城镇化率从17.91%提升到56.1%,年均提高1.02个百分点。预计2020年和2030年城镇化水平将分别达到60%左右、66%左右。根据国际经验,当一个国家城镇化水平处于30%—70%时,特别是在50%左右时,意味着城镇化处于加速阶段。从我国实际发展看,我国“十二五”规划城镇化率预期目标是51.5%,而2015年达到56.1%,远超预期。第二,城镇化规模巨大。1978—2014年,我国城镇常住人口从1.7亿增加到7.49亿,年均增长1600万。预计从2011年至2030年的20年间,每年将有1000多万农民进入城镇,新增城镇人口3亿人左右。第三,正在推进以人为核心的新型城镇化。预计从2014年到2020年,我国将有两亿左右的农民陆续在城镇落户2991524,转为城镇户籍,公平享受城镇公共服务。城镇化和农业现代化相互协调发展是我国无法绕开的一个历史性课题。李克强总理指出,城镇化是中国现代化进程中的一个基本问题,是一个大战略、大问题。农业现代化是重要基础,是发展的根基。2991525伴随着城镇化快速推进,农业劳动力逐步减少,保障农产品供应特别是粮食安全成为城镇化顺利推进的一个重要基础条件。发达国家和我国的经验也表明,农业现代化是城镇化的基础。西部地区城镇化和农业现代化相互协调发展具有特别重要的意义。第一,西部城镇化、农业现代化是我国城镇化、农业现代化的重要组成部分。但发展相对滞后,两者发展不协调明显,需要补齐“短板”。第二,西部地区城镇化和农业现代化对我国经济稳定发展具有重要意义。李克强总理说,我国经济发展最大的回旋余地在中西部。西部大开发在区域发展战略中具有优先位置,是我国经济持续健康发展的重要支撑力量。2991526城镇化、农业现代化是西部全面建成小康社会的重要经济基础。第三,西部推进城镇化和农业现代化相互协调发展对我国国家安全和民族地区发展具有重要意义。西部地区是我国少数民族最集中的区域,全国80%的少数民族聚居在这一地区,有44个少数民族。2991527第四,西部地区是我国重要的生态涵养区,农业资源相对短缺、生态环境比较脆弱,城镇化和农业现代化相互协调发展对我国生态安全具有重要意义。正是基于这样的认识,我们设计申报了“西部城镇化和农业现代化相互协调发展研究”这一课题,2013年6月有幸被国家社会科学基金予以立项并给予资助(批准号:13XJY020)。课题批准以后,课题组通过召开小型座谈会等形式,征求有关专家的意见,获得了大量宝贵的信息和建议。课题组在原申报设计基础上进一步修改完善了研究框架、研究提纲、研究计划及其研究内容和基本观点。西部涉及12个省份,内部各地情况极具差异性。我们在资料的调查方面采取了课题组成员“实地调查研究”和“间接调查研究”相结合的方法。“实地调查研究”就是课题组成员,特别是主要研究人员深入西部区县、乡镇、农户家庭进行调查研究,掌握第一手资料,准确把握西部城镇化、农业现代化发展的实际情况。“间接调查研究”主要是指利用现代报纸、刊物、互联网等信息平台,广泛收集有关西部城镇化、农业现代化发展及其政策导向的有关资料,全面掌握西部城镇化、农业现代化发展的情况。力图使课题研究能够结合西部实际,既有典型性研究,又有整体性研究,突出研究的针对性、应用性。在研究过程中,课题组取得一系列、多种形式的阶段性成果,为课题的深入研究和顺利完成奠定了很好的基础。经过课题组的努力,2016年顺利完成本项目,2017年7月结项(证书号:20171147),本书是这一课题研究的最终成果。

《中国绿色GDP绩效评估报告(2016年湖北卷)》是“绿色GDP”理论与实践在中国沉寂十多年来,首个由高校智库公开发布的地方性绿色GDP绩效评估报告。该报告有三个突出特点,其一是报告以跨学科视野,基于国内外“绿色GDP”理论与实践探索的已有共识,创建符合中国国情的新评价体系。报告根据最为严格意义的“绿色GDP”科学内涵,在管理学、政治学、统计学、生态学等学科视野下,根据中国的统计学实践,构建绿色GDP绩效评估的基础数据统计与评价指标体系,以及3个一级指标、11个二级指标、52个三级指标、45个分行业统计与评价指标体系,形成新型“矩阵型”二维指标体系。其二是利用先进的大数据技术与方法,对评估对象展开大数据计算与分析,充分保证数据处理的客观性和科学性。报告充分改进了以往绿色GDP算法中资源耗减和生态损耗的指向性,并在此基础上采集到了湖北省17个地区2008年到2014年间,42个不同行业的能源消耗、环境损失、生态损耗等共计418710个有效数据,专门研发了“绿色发展大数据分析平台”用于处理所采集的有效数据,最终形成《中国绿色GDP绩效评估报告(2016湖北卷)》。其三是报告所有原始数据均来自于湖北省统计局、湖北省环保厅等权威部门的公开数据,全文的理论描述,既有对评估对象的定量客观呈现,也有对评估对象的定性理论分析,其研究结论既具有理论参考价值,亦有重要的实践指导意义。根据测算结果,《中国绿色GDP绩效评估报告(2016年湖北卷)》对湖北省17个地市州的GDP、人均GDP、绿色GDP、人均绿色GDP、绿色发展指数进行了绩效排名。报告指出,2014年湖北省17个地市州的GDP排名依次为:武汉、宜昌、襄阳、荆州、黄冈、孝感、荆门、黄石、十堰、咸宁、随州、鄂州、恩施州、仙桃、潜江、天门、神农架。2014年湖北省17个地市州的人均GDP排名依次为:武汉、宜昌、鄂州、潜江、襄阳、黄石、仙桃、荆门、咸宁、十堰、随州、天门、孝感、神农架、荆州、黄冈、恩施州。2014年湖北省17个地市州的绿色GDP排名依次为:武汉、襄阳、宜昌、黄冈、荆州、荆门、孝感、十堰、黄石、咸宁、随州、鄂州、恩施州、仙桃、潜江、天门、神农架。2014年湖北省17个地市州的人均绿色GDP排名依次为:武汉、宜昌、鄂州、襄阳、潜江、仙桃、荆门、黄石、咸宁、十堰、随州、天门、孝感、神农架、荆州、黄冈、恩施州。2014年湖北省17个地市州的绿色发展指数排名依次为:武汉、仙桃、襄阳、宜昌、天门、潜江、随州、十堰、咸宁、黄冈、荆门、神农架、恩施州、荆州、鄂州、孝感、黄石。根据评估数据,《中国绿色GDP绩效评估报告(2016年湖北卷)》对湖北省17个地市州的绿色发展现状及其特点、发展趋势展开了理论分析。报告认为,第一,湖北省各地区绿色发展现状差异明显。2014年武汉各项指标均处湖北首位,与宜昌、襄阳同属于湖北绿色发展综合绩效的第一梯队。而荆州、黄冈、孝感、神农架、恩施、鄂州、仙桃、潜江、天门的GDP、人均GDP、绿色GDP、人均绿色GDP、绿色发展指数均有2个以上指标排在第12名之后。荆门、黄石、十堰、咸宁、随州的GDP、人均GDP、绿色GDP、人均绿色GDP、绿色发展指标排名位次多为第8名左右,处于中游。第二,湖北省各地区基本都已步入经济增长的中高速增长期。2010、2011年是湖北省17个地市州GDP、人均GDP、绿色GDP、人均绿色GDP的增速峰年。此后,湖北省17个地市州的GDP、人均GDP、绿色GDP、人均绿色GDP各指标的增速普遍在10%以下。第三,湖北省各地区初现不同特点的绿色发展态势。从2008至2014年湖北省各地区的GDP增速、人均GDP增速、绿色GDP增速、人均绿色GDP增速的历史比较来看,武汉、宜昌、十堰、鄂州、黄冈、荆门、神农架、咸宁等具有一定的稳定性,各指标并没有多大波动。随州、恩施、荆州、孝感、仙桃等绿色GDP增速、人均绿色GDP增速开始超越该地区GDP增速、人均GDP增速。黄石、天门、襄阳等地的绿色GDP增速、人均绿色GDP增速明显低于该地区GDP增速、人均GDP增速。课题组认为,湖北省在绿色发展方面不仅大有可为,而且可以依据科学手段实现绿色发展的弯道超越。《中国绿色GDP绩效评估报告(2016年湖北卷)》指出,第一,湖北省需要大胆变革,引入绿色发展政绩考核机制,压实各级地方政府推进绿色发展的主体责任。地方各级统计部门的统计口径既要统计GDP增长,也要统计消耗了多少资源和能源;各个产能部门申报自己成果的同时,也要申报资源能源和环境消耗情况;要对各地绿色GDP情况进行排名,实施干部的绿色GDP绩效审计。第二,省一级政府需要简政放权,鼓励各地政府积极制定创立、引进绿色企业的不同政策。在正视各地方发展现实的基础上,上一级政府需要大胆放权,允许下一级政府在报请上级主管部门审核批准的前提下,积极制定与该地区发展相适应的环境税收政策,为绿色科技创业者提供低息贷款等激励政策,积极创立、引进与当地发展目标相一致的绿色企业、绿色技术,提供绿色就业岗位,创造新的发展机遇。第三,绿色发展需要全员动员,构建绿色发展的监督、舆论宣传等全社会落实推进机制。绿色发展需要政府、市场与社会协同构建具有长效性的良性互动机制,各司其职;各级地方政府也需积极动员社会环保组织、人民群众的力量,进一步加强绿色发展的舆论宣传,敢于监督、敢于亮剑、敢于公开信息,带领全社会改变生产生活方式,自觉走上绿色发展之路。《中国绿色GDP绩效评估报告(2016年湖北卷)》所蕴含的价值指向和理论框架,对中国乃至世界上其他国家推进绿色发展具有重要启示意义。第一,报告所采用的绿色GDP绩效评估体系和方法,为在全国乃至更大范围内开展绿色GDP绩效评估,提供了可资借鉴和推广的重要经验。该成果所采用的数据均为公开发布的数据,通过该指标体系、评估方法测算出的结果,真实、客观地反映了湖北各地的绿色发展现实,已经具备经验推广的基础和条件。第二,课题组所开展的绿色GDP绩效评估研究,对破解经济增长的生态魔咒这一全球性、现代性难题做出了有益探索,提供了中国的理论参照、方法论原则。如何能够在稳步发展经济的同时,又能合理利用自然资源和有效保护生态环境,实现可持续的绿色发展已经成为人类进入现代社会的全球性问题。本课题成果已经在此方面初步构建出自己的解释框架和治理之道。第三,绿色GDP绩效评估研究有望通过倒逼机制,为中国的绿色发展提供精准的政策着力点和可操作的推进方案。绿色GDP绩效评估可以为各级地方政府加速经济社会的绿色发展转型,提供认清现实,找准方向的决策坐标。政府可以有效利用绿色GDP绩效评估数据,开展有针对性的产业结构调整、环境税收征收等多方面的政策研究,加速推进国家治理的现代化。《中国绿色GDP绩效评估报告(2016年湖北卷)》发布后,引起了社会各界的强烈反响和积极期待。在发布会现场进行的调查问卷显示,多名专家认为该报告“具有开创性”、“很真实、很实在”,其研究思路、方法、结果等为湖北各地区绿色发展提出明晰科学参照体系,为我国开创绿色快速发展之路提供了可供借鉴和推广的思想理论、评估体系和方法论原则,对当今全国各地的绿色发展转型探索具有重要参考价值和启示意义,“希望推广至全国乃至全世界绿色发展的绩效评价”。多名专家明确建议,“尽快将其成果送达高层”,以湖北为试点尽快落实、推广,并加强持续跟踪研究,以绿色GDP绩效评估研究引领全国的绿色发展。发布会后,由《中国绿色GDP绩效评估报告(2016年湖北卷)》衍生出的“推广绿色GDP绩效评估 引领绿色发展方向”等多项理论成果,被中华人民共和国教育部、光明内参总编室、中共湖北省委员会、湖北省人民政府等机构采用。人民网、新华网、光明网、《民生周刊》、湖北电视台等30多家媒体,从不同层面对《中国绿色GDP绩效评估报告(2016年湖北卷)》的内容、观点进行了广泛报道,引起了强烈的社会反响。华中科技大学国家治理研究院绿色GDP绩效评估课题组,也将尽可能完善和发展绿色GDP绩效评估研究,适时推出系列研究报告等多项成果,助力全人类的绿色发展。Indicative AbstractReport on GreenGDPPerformance Evaluation of China(2016 Hubei Province)is the first lo-calGDPPerformance Evaluation published by the university think tank since the theory and prac-tice of GreenGDPhas become familiar to Chinese people.The report possesses three features.First,the report is based on the consensus reached by the internal and external GreenGDPtheories and practices and in the report a new evaluation system with Chinese characteristics from the trans-subject view is established.According the strictest sense of GreenGDPcontent and the statistical practice in China,the report under the guidance of management,political science,statistics,ecology etc,established the basic data statistic and evaluation index system and Statistics and Evaluation Index System.The report contains 3 first-grade indicators,eleven second-grade indicators,52 third-grade indicators and 45 sub-sectors and a new Matrix of two-dimensional index system is formu-lated.Second,the report via the advanced big data carried out the calculation and analysis on the evaluation target with the guarantee of objectivity and scientificity.The report has made the im-provement in the directivity of the past resources depletion and ecological loss in greenGDPalgo-rithms and under the basis of it the report has collected 41,8710 valid data in resources depletion,environment al loss and ecological loss from 2008 to 2014 covering 42 different industries.Big Da-ta Analysis Platform of Green Development is developed to process the collected data in a particu-lar manner and finally the Report on GreenGDPPerformance Evaluation of China(2016 Hubei Province)is presented in front of the public.Third,all the raw data come from the authoritative de-partments including Statistics Department of Hubei indicator of Wuhan city ranks the first in Hubei province and along with Yichang and Xiangyang belong to the first grade judging from the comprehensive performance,while theGDP,per mechanism for green development and consolidate the role local governments at different levels play in promoting the green development.The statistic scope of local government ranges from the growth ofGDPas well as the energy resources and environment consumption.Production sectors should not only re-port the productivity but also the consumption of energy resources and environment.GreenGDPof governments at different levels should be ranked and the greenGDPperformance should be au-dited.Second,government at provincial level should streamline and delegate more power to lower level government and encourage governments at different levels to establish and introduce different policies for green enterprises.On the basis of development status quo,governments at higher level should take bold steps to delegate more power to government at lower level,establish the environmental taxation policy compatible to the local development on the prerequisite that the lower level government apply for the audit and authorization,provide the incentive policies for the green tech entrepreneurs such as low-interest loan,establish and introduce green enterprises,green technologies in consistent to the development goal of local government and provide jobs for green industry so as to create opportunities for development in an active manner.Third,green development needs full mobilization.Supervision of the green development and propaganda should be intro-duced.Long-term sound interactive mechanism should be established with the joint effort of gov-ernment,market and society in correspondent to the need of green development.Different sectors should play their role.Local governments at different levels should mobilize the environmental or-ganizations and masses of people to further enhance the propaganda.Local governments at different levels should have the courage to supervise,to show their sword in face of trouble and lead the entire society to change the way of living and production so as to embark on the road of green development.The value direction and theoretical framework in the China's GreenGDPPerformance Evalua-tion Report(2016 Hubei Province)serve as the enlightenment to the green development of China and rest of the world.First,the evaluation system and approach adopted by theGDPperformance evaluation system provide experience of reference and promotion.The data adopted are published beforehand and the result calculated by the evaluation system objectively reflects the status quo of green development and foundation and qualification are already for the experience promotion.Second,the greenGDPperformance evaluation carried out by the research team hasmade positive exploration to break the eco-curse of economic development,the current global headache and thus provide the theoretical reference and methodological principles with Chinese characteristics.To balance the economic development while utilize the natural resources and protect the ecosystem in an efficient manner has become the global issue in the modern society.The report has initially constructed a framework of explanation and approach of management in this regard.Third,through the reversed transmission of the pressure to get something done,the greenGDPperformance evaluation research is expected to provide the accurate policy focus and operation 简介: 一 条目之选择本书以术语为纲,关注经济计量学,以汉语表达的相关术语为线索,借助时间序列编排,勾勒经济计量学在中国生存发展的脉络,或可作为另类观察的经济计量学简史。为阐明经济计量学在经济学中的地位,涉及经济学、方法论之部分术语内容。二 条目之排列本书为编年体例之百科图书。所收条目正文,均按时间依序排列。但叙说中为追溯起源,则以事件术语为核心,不再拘泥于具体发生时间及地点。例如,1931年有美籍奥地利数学家哥德尔证明不完备定理;1972年有经济学家阿罗因证明类似定理而获得诺贝尔经济学奖。在本书中,或将相关事件于同条列出。三 条目之安排本书引用术语,以时间序列为主线安排。所注时点,均以公元纪年,括注朝代庙号,以备参照。唯其当年所发生的术语,列在纪年之下,否则只出现在正文中。例如,1909年(清宣统元年)出现术语“编定名词馆”,严复受聘为名词馆“总纂”。但“严复”与“总纂”均非在1909年当年首次出现,故不在1909年条目中列示。四 时间之表达本书正文,凡年月日,阴历均用汉字,阳历均用阿拉伯数字,加以区分。例如“1610年5月11日(万历三十八年闰三月十九日)利玛窦在北京去世,终年58岁”。五 引文之标注本书内容包括著者论述继承,无不涉及前人积累,是故引文多多。虽难一一鸣谢,但求标注明了,以示尊重。除对部分内容以脚注申明解释外,更以括号内注所引观点之主张者、著述时间、页码出处。例如(朱恒鹏:刘树成,2005)意指前引文字之作者为朱恒鹏,引自刘树成于2005年主编著作第709页。书末附参考文献目录,有“刘树成,2005,《现代经济词典》,凤凰出版社、江苏人民出版社”条,以供读者核查考究。所引文献,有些来自原著年代早于译著的翻译版本。例如[苏]B.C.涅姆钦诺夫《经济数学方法和模型》俄文原著1965年出版,本书引录商务印书馆1980年乌家培、张守一中文译本之第8页。为尽量保留引文原始信息,在正文引述内容后的括号中注以([苏]B.C.涅姆钦诺夫,1965/1980),书末参考文献目录有“[苏]B.C.涅姆钦诺夫,1965/1980,《经济数学方法和模型》,乌家培、张守一译,商务印书馆”。六 索引之利用为方便阅读查检,全书后附《汉语拼音索引》,针对各年代条目以及正文当中所出现的术语词汇,按照汉语拼音顺序制作索引,给出该术语所在的正文页码。

我国研发统计及资本化问题研究

简介: 研究和开发(简称研发,R&D)活动是科技活动的核心部分,也是提升国家创新能力的根本保证。2016年5月党中央、国务院发布《国家创新驱动发展战略纲要》明确指出,我国科技事业发展的目标是,到2020年时使我国进入创新型国家行列,到2030年时使我国进入创新型国家前列,到新中国成立100年时使我国成为世界科技创新强国。这在为我国的科技工作确立发展目标的同时,要求社会各界更加重视R&D活动。在此背景下,本书以R&D活动的研究为切入点,重点研究了R&D统计及资本化问题,具体而言主要涉及三个方面内容:R&D统计、R&D资本化及R&D资本存量测算。全书共分为八章内容,第一章和第二章构成了本书的研究基础部分。第一章为引言,介绍了本书的研究背景及研究意义,厘清了相关研究概念,对现有相关研究文献进行了梳理与综述,最后概括了本书的结构及研究框架。第二章对R&D的内涵及资本属性进行了分析,讨论了其一般性质及特性,并界定了R&D资本与其他资本的区别。第三章和第四章则主要针对R&D统计问题进行研究。第三章通过梳理国际科技统计的发展历史,对经济合作与发展组织(OECD)、联合国教科文组织等科技统计状况进行了概括,并结合2013年度OECD的科技统计调查表,对OECD的R&D统计发展状况等进行了深入剖析;第四章则结合我国现行科技统计制度,就我国工业企业、科研机构、高等学校科技统计制度进行了剖析,深入分析了我国现行科技统计制度存在的主要问题。第五章重点讨论R&D资本化对我国国民经济核算体系(SNA)的影响问题。首先追踪了R&D在SNA体系中的资本化过程;其次从基本核算表和国民经济账户两个角度分析了R&D资本化的影响,并测算了R&D资本化对GDP指标的具体影响程度。第六章重点关注R&D资本存量测算问题。通过构造R&D资本存量测算模型,合理确定相关参数,从国家层面、行业层面、区域层面、活动类型等多个角度测算了我国的R&D资本存量。第七章承接第六章的分析结果,实证研究了R&D对经济增长的影响。第八章为研究结论及相关建议,对本书的研究内容进行了总结,并提出了相应的政策建议。

简介: 现行国民经济核算体系作为指导全世界不同类型国家进行本国国民经济核算的理论和方法依据,提供了一套标准的概念、原则和方法。不同国家根据SNA2008中的基本概念、原则和方法,利用国民经济核算体系中心框架下的生产账户、收入形成和使用账户、资本账户和金融账户等账户来对该国核算期内生产活动、收入形成和使用等活动的过程和流量进行核算,用以反映一国经济总体或机构部门整个核算期内所有经济活动的基本情况,为进行国别国民经济核算成果的比较提供了相关的数据和资料。但SNA2008并没有依据“全面生产观”指导各国进行国民经济核算,即在某一国家或地区,只要该活动符合经济生产的定义,就应该纳入到国民经济生产核算范围内予以核算并体现在GDP中。然而现实中的核算是将住户部门为自身最终消费所生产的家庭和个人服务排除在生产核算范围之外,这在某种程度上降低了GDP作为衡量一国或地区核算期内所有生产活动全貌的科学性,同时也不利于不同国家GDP的横向和纵向比较。不同国家或地区由于经济发达程度、市场化水平存在差异,住户部门非SNA生产的规模及其占整个GDP的比例差异较大,若在国民经济核算过程中,忽略对住户部门非SNA生产活动进行

任务紧迫性下项目创新实施路径研究:基于创新与效率协同的视角

简介: 本专著旨在系统梳理与提炼任务紧迫性下项目创新与效率的平衡策略,综合运用归纳和演绎方法,结合文献研究设计调查问卷并展开访谈,借助SPSS、LISREL分析工具进行探索性因子分析、验证性因子分析和多元回归分析,通过AMOS结构方程建模对影响项目成员创新绩效的中介变量、调节变量和潜变量进行梳理和提炼,最终建立任务紧迫性下基于创新与效率协同的理论体系和系统分析框架。本专著对任务紧迫性下的项目管理创新绩效进行了重新审视,对项目运营中的社会资本、心理资本以及创新氛围等关键问题进行了理论探究与实证检验,为中国情景下的项目管理实践提供了理论支持与实践指引。
