本书在新凯恩斯主义下新共识宏观经济学理沦的研究框架中，对通货膨胀目标制理论模型、新兴经济体实行通货膨胀目标制货币政策的特殊性以及巴两l999-2015年货币政策实践经验进行了分析。当前，巴西而临开放经济条件下的“价格难题”：财政赤字限制了货币政策操作空间，开放经济条件下紧缩货币政策和高通货膨胀螺旋使巴两货币政策单一目标面临考验。
