本著以破解县乡政府农村公共产品供给效率难题进而实现城乡基本公共服务均等化为研究目标，从供给侧改革的视角建构农村公共产品供给效率基本问题的新供给经济学分析框架，并通过大量实地调查，从县乡政府农村公共产品供给效率标准、供给决策、供给结构、供给模式、供给绩效评价方法五个方面，对中国县乡政府农村公共产品供给效率现状及其基本趋势进行了深入研究。本著从新供给经济学理论出发，立足于从农村公共产品供给侧解决效率问题，对中国农村公共产品供给效率改进进行了理论与实证分析。本著提出了“供给决定效率理论”和“公共财政济农理论”等一系列基本观点，为提高县乡政府农村公共产品供给效率规划了顶层设计、“新起点、三步走”改革路径和“五扩三增、普惠共治”的政策架构。本著研究成果对促进农村公共产品供给侧结构改革、推进城乡基本公共服务均等化、推动现代农业建设具有重要的现实借鉴意义。

Based on the research goal of solving the problem of rural public goods supply efficiency of county and township governments and realizing the equalization of urban and rural basic public services, this book constructs a new supply economics analysis framework for the basic problems of rural public goods supply efficiency from the perspective of supply-side reform, and through a large number of field investigations, from five aspects: rural public goods supply efficiency standards, supply decisions, supply structure, supply mode, and supply performance evaluation methods of county and township governments. The current situation and basic trend of rural public goods supply efficiency of county and township governments in China have been thoroughly studied. Starting from the new supply economics theory, this book conducts theoretical and empirical analysis on the improvement of the supply efficiency of rural public goods based on solving the efficiency problem from the supply side of rural public goods. This book puts forward a series of basic viewpoints such as "supply-determined efficiency theory" and "public finance and agricultural theory", and plans a top-level design, a "new starting point, three-step" reform path and a policy framework of "five expansions, three increases, and inclusive co-governance" to improve the supply efficiency of rural public goods in county and township governments.
