Book carefully examines the jiangxi how consultation bureau members elected, who they are, how representative, in the consultation how performance of operation, put forward what bill, and made a resolution, lawmakers and administration, as well as the relations between the members of the internal asked how between the guanting. Moreover, they examined how they behaved in the transition from constitutionalism to the republic, and made the choice whether they were forced to choose whether they were to choose or not, and how to choose and fate after entering the republic of China. Consultation of jiangxi province bureau of MPS debate, a vote, protests, such as performance, brought considerable pressure to Jiang Xifu department court, and within certain bill differentiate into different factions, each have definite view, by the people, and on behalf of the identity of the match. In the Chinese political reform in the early 20th century, they actively participated in the petition movement of congress and participated in the formation of political parties. The members of the jiangxi conference board have not lost the election and delegation to the voters, and are the trendsetters of the late qing dynasty.
