本书在总结国内档案精品走出去的实践与研究现状以及借鉴国际组织和德韩等国典型做法的基础上，首先，阐述为何要研究走出去，这是基于服务中华文化自信自强的必要性，高水平对外开放带来的必然性，以及筑牢国家文化安全的紧迫性。其次，论证需要凝聚什么精品走出去，包括但不限于独具中国特色的档案资源精品，服务中国发展的档案制度精品，以及根植中国实践的档案学术精品。最后，论述应该选择什么方式走出去，包括但不限于怎么走出去，如何走得好，以及走出去之后的反馈和改进。
