自古以来,郡县治,天下安;郡县丰,天下富。县域经济是统筹城乡经济社会发展的基本单元,是整个国民经济的重要基础,其改革与发展进程如何,对全国改革、发展、稳定大局有着极其重要的作用。改革开放以来,我国经济发展的不平衡性,使得地区差距和城乡差距有所拉大,差距集中表现在县域经济板块,一定程度影响了国民经济的又好又快发展。尤其值得注意的是,少数民族地区贫困人口比重高,是我国贫困地区分布最集中、贫困发生率最高、贫困程度最深的地区。然而长期以来,少数民族贫困地区县域经济的发展没有引起理论界与实务界的足够重视,城乡二元结构日趋明显,已成为制约我国加快全面建成小康社会进程的“瓶颈”之一。差距的扩大显然与全面建成小康社会的理念相悖,它不仅会激化发达地区与贫困地区的利益矛盾冲突,而且过大的地区差距还会带来严重的经济问题、政治问题和社会公平问题。因此,加强对少数民族贫困地区县域经济研究,在我国当前具有重要的理论价值与现实意义。本书以中国少数民族贫困地区县域经济发展模式作为研究对象,按照既注重现有理论研究成果,又注重联系实际;既重视对经济较发达地区县域经济发展经验和模式的高度总结,又注重对少数民族贫困地区县域经济发展的矛盾和制约因素的重点分析;既注重对以往或现行的县域经济发展规律的把握,又注重对未来县域经济发展趋势的动态研判;既有充分理性的一面,又有建设性一面的研究思路,以区域经济学、发展经济学、产业经济学和民族经济学相关理论为指导,通过对少数民族贫困地区县域经济发展模式进行理论与实证研究,试图提出适合少数民族贫困地区县域经济发展的基本模式,为加快少数民族贫困地区县域经济发展提供决策依据。本书首先界定少数民族贫困地区县域经济的内涵与外延。本书认为,少数民族贫困地区的县域经济,从内涵上说,是指以少数民族贫困地区行政县为范围,以实现少数民族贫困地区城乡一体化和城乡经济协调发展为目标的区域经济;从外延上说,是指少数民族贫困地区范围内的县域经济;从行政区划看,主要指我国少数民族聚居的贫困县,包括少数民族地区县级行政区划单位和非民族地区少数民族自治县中的国家级贫困县。在此基础上,本书通过统计资料分析和典型调查,从经济总量、经济质量、经济发展水平、工业化程度、经济发展环境等诸方面对少数民族贫困地区县域经济发展现状与差距进行了定量研究;并从发展观念、区位条件、基础设施、资源条件、体制环境等方面系统分析了制约少数民族贫困地区县域经济发展的因素,找出导致其发展滞后的症结,为科学制定促进少数民族贫困地区县域经济发展模式与对策提供了依据。本书在揭示县域经济发展的一般规律和借鉴国内外县域经济发展典型模式的基础上,构建了少数民族贫困地区县域经济发展模式的分析框架,提出了少数民族贫困地区县域经济发展可采用的七种基本模式,即以新型工业化优先发展模式、以特色农业优先发展模式、以旅游业优先发展模式、以资源开发优先发展模式、以新型城镇化优先发展模式、以民营经济优先发展模式、以劳务输出优先发展模式。建立了基于AHP和BP人工神经网络的少数民族贫困地区县域经济发展模式选择模型,从更新发展观念、创新体制机制、加快“四化”进程、培育市场主体、优化发展环境、强化发展保障等方面提出少数民族贫困地区县域经济发展模式的实施策略,并构建了少数民族贫困地区县域经济发展模式实施效果评价指标体系,提出采用因子分析法和模糊综合评价法进行评价。最后,本书以湖北省长阳土家族自治县为例,对少数民族贫困地区县域经济发展模式的选择与实施进行了实证研究。本书的创新之处主要体现在:第一,研究对象的创新。目前,国内就贫困问题的研究主要集中于对西方贫困理论的介绍以及对财政扶贫的研究,而将少数民族地区贫困问题和县域经济结合起来加以研究的并不多见。本书基于县域经济的重要地位和少数民族地区贫困县较多的现状,以少数民族贫困地区县域经济发展模式作为研究对象,具有一定的创新性。第二,模式设计的创新。本书将共性研究与个性分析相结合,通过对国内外县域经济发展的典型模式的总结,归纳出县域经济发展的普遍规律,在此基础上立足于少数民族贫困地区的实际,对其县域经济发展模式进行创新设计,提出了七种基本模式,为少数民族贫困县科学制定发展战略提供了重要的参考依据。第三,研究方法的创新。本书综合运用统计调查法、因子分析法、模糊综合评价法、比较研究法等多种定量研究方法对少数民族贫困地区县域经济的现状和发展水平进行定量研究,从中发现问题、寻找规律,将定量研究的结果作为立论和结论的依据,使本书具有较强的科学性。以上是本书研究的基本内容与主要创新点,不当或错误之处,恳请各位读者、专家批评指正。本书在写作过程中,参考引用了国内外大量的理论文献,对其中绝大部分文献做了标注,肯定有许多遗漏之处恳请谅解,并在此向他们表示衷心感谢。李刚2014年7月22日
