On the basis of "Research on the Election of People's Congress Deputies at the County Level" and "Research on the Election of People's Congress Deputies at the Township Level", this book studies and analyzes some theoretical and practical issues in the construction of elections and electoral systems. The main issues studied are: the practice and experience of the construction of the electoral system in New China, the equality of electoral rights, the democratic nature of elections, the scientific election procedures and their values, the relationship between the construction of the electoral system and the construction of socialist democracy and political civilization, the relationship between the construction of the electoral system and the construction of a harmonious society and the construction of the cadre team, and the relationship between the party's leadership and elections according to law.
