本书尝试超越传统单纯的公共服务市场化或社会化认识，将公共服务供给机制研究从静态分析推向动态分析，构建了多重约束条件下公共服务供给机制选择的分析模型，形成了服务供给与物品属性、行动者属性、制度属性等关键要素动态匹配的理论逻辑体系。在此基础上，运用美国凤凰城和中国厦门市的案例，初步论证了交易成本、公民偏好、网络嵌入和制度环境等多重约束条件对公共服务供给机制的影响方式和强弱程度，总结与勾画了多重约束条件下公共服务供给机制的前沿实践和改进路径，对我国创新服务供给机制，建设服务型政府具有现实借鉴意义。

This book attempts to go beyond the traditional simple marketization or socialization of public services, pushes the research of public service supply mechanism from static analysis to dynamic analysis, constructs an analysis model for the selection of public service supply mechanism under multiple constraints, and forms a theoretical logic system of dynamic matching of service supply with key elements such as item attributes, actor attributes, and institutional attributes. On this basis, using the cases of Phoenix in the United States and Xiamen City in China, the influence mode and strength of multiple constraints such as transaction costs, citizen preferences, network embedding and institutional environment on the public service supply mechanism are preliminarily demonstrated, and the cutting-edge practice and improvement path of the public service supply mechanism under multiple constraints are summarized and delineated, which has practical reference significance for China's innovation of service supply mechanism and construction of service-oriented government.（AI翻译）
