本书从网络舆情研究视角切入，由哲学意蕴上的表达一一管理的应然假设和理想模型说开去，通过从主体到客体、从表达到监管的一个个逻辑相扣的中观层面的学理与经验分析，具体案例的微观描述和调查数据的统计分析，对比模型与现实的差异，最终，再回到中观层面，通过策略选择，找到理想与现实的最佳切合点，服务于构建微博诉求表达与虚拟社会管理的良性关系的社会实践。
作者紧紧围绕着基于微博诉求表达崛起的虚拟社会管理问题，把握科学，客观、可行的原则，在探究微博主体的社会政治态度(狭义舆情）及其变动规律的基础上，引入以党和政府为主导的，以微博新闻媒体、微博运营商为辅助者，以普通微博用户为补充的“四面一体”的虚拟社会管理模式，通过最终将微博诉求表达纳入舆情（民意）一决策系统，从而保障网络舆情疏导与引导的逐步实现，并最终服务于促进科学发展、和谐发展的中国特色社会主义建设事业。
This book starts from the perspective of network public opinion research, from the philosophical expression one by one management of the assumption and ideal model, through the logical interlocking of meso level theory and experience analysis from subject to object, from expression to regulation, micro description of specific cases and statistical analysis of survey data, compare the difference between model and reality, and finally, return to the meso level, through strategic selection, find the best fit between ideal and reality. It serves the social practice of building a benign relationship between the expression of microblog demands and the management of virtual society. The author closely focuses on the management of the rising virtual society based on the expression of microblog appeals, grasps the principles of science, objectivity and feasible, and on the basis of exploring the social and political attitudes (narrow public opinion) of microblog subjects and their changing laws, introduces a "four-in-one" virtual society management model led by the party and government, with microblog news media and microblog operators as auxiliaries, and supplemented by ordinary microblog users, and finally incorporates the expression of microblog demands into the decision-making system of public opinion (public opinion).
