本书以一个县域农村社区服务体制为个案，认为公共服务不仅是民生问题，而且它对社会关系产生重要的影响。不同历史时期的服务方式，对社区认同和社会融合的影响各不相同。当前，农村应以服务重建认同，从而实现社会融合。首先，服务是认同与合法性的基础，只要是认同的，政权的合法性就一定强。从认同到合法性，离不开政府提供的公共服务。其次，服务是社会联系和组织的纽带，以服务为中介，将分散的人们重新联系和组织起来，增强农民对于整个国家和社会共同体的认同。再次，通过社区服务增强微观层面上的社会融合。社区服务满足人的最基本需要，由此产生的认同便是最稳定的认同。最后，通过公共服务实现宏观层面上的社会融合。公共服务可以建构社会一致的认同，由此使社区共同体与国家共同体联系起来，实现城乡一体化发展，推动社会走向融合。

Taking a county-level rural community service system as a case study, this book argues that public service is not only a livelihood issue, but also has an important impact on social relations. The impact of service styles on community identity and social integration varies from time to time in history. At present, rural areas should rebuild their identity with services to achieve social integration. First of all, service is the basis of identity and legitimacy, as long as it is identity, the legitimacy of the regime must be strong. From identity to legitimacy, it is inseparable from the public services provided by the government. Second, service is the link between society and organization, using service as an intermediary to reconnect and organize scattered people, and strengthen the identity of farmers with the entire country and social community. Third, enhance social integration at the micro level through community services. Community service meets the most basic needs of people, and the resulting identity is the most stable identity.
