摘要：减少温室气体排放是对全人类的贡献，影响的是人类社会的未来。所谓节能减排，就是尽可能地减少对化石能源的使用，尽可能地减少碳排放。而对于各国政府来说，更现实的突出问题则来自于在经济社会发展中，如何更好地解决“三废”排放问题，如何更好地保护当地的生态环境。节能减排意味着在减少投入以及较少的负面产出前提下实现有效率、绿色环保甚至是创新的市场供给。这与我国目前正在进行的供给侧结构改革内在要求高度一致。在推进节能减排的工作中，要照顾到中央政府、地方政府和企业的关切所在，妥善处理资源型省区节能减排与经济协调发展的关系，使节能减排指标分配与各省区发展阶段相匹配、与国家产业政策相协调，尽快实现我国经济转型升级。
Abstract： Reducing greenhouse gas emissions is a contribution to all mankind， and it affects the future of human society. The so-called energy-saving and emission-reduction， is to reduce the use of fossil energy as much as possible， to reduce carbon emissions as much as possible.And for the government all over the world， more realistic problems from developing economic and social is how to better solve the “three wastes” emissions， how to better protect the local ecological environment. Energy-saving and emission-reduction means to achieve efficiency， green environmental protection and even innovative market supply in the context of less investment and less negative output. This is in line with China's ongoing supply side structural reform requires a high degree of consistency. To promote energy-saving emission reduction work， should take care of the concerns of the central government， local government and enterprises， should properly handle the resource type provincial energy-saving emission reduction and economic development to make energy-saving emission reduction target distribution and the regional development stage matched and coordinated with the national industrial policy， as soon as possible to achieve the transformation and upgrading of China's economy.
