中国农业持续30多年稳定增长的事实表明，农村土地集体所有制具有灵活性和包容性，其模糊性的负面影响是有限的。不断完善的农村土地集体所有制的实现形式便于土地调换、流转和整理。

倡导发展集体经济旨在解决集体经济发展滞后问题，并非为了抑制其他经济成分的存在。发展壮大集体经济不能走“ 归大堆” 的老路和剥夺农民的邪路，要走成员权利平等、资产按份共有、利益按能分享，依靠农民、服务农民的新路。农民共同决定合作方式、共同设计监督和激励机制，是提高集体行动绩效和保障集体经济健康发展的基础。要从还财权于民、赋权于民，以及完善制度、优化治理、强化管理和规范运作入手，促使其由能人模式跃迁到制度模式。

The fact that China's agriculture has continued to grow steadily for more than 30 years shows that the collective ownership of rural land is flexible and inclusive, and the negative impact of its ambiguity is limited. The form of realizing the continuous improvement of the rural land collective ownership system is convenient for land exchange, circulation and consolidation. Advocating the development of the collective economy aims to solve the problem of the lagging development of the collective economy, not to curb the existence of other economic components. To develop and strengthen the collective economy, we must not follow the old road of "returning to the masses" and the evil path of depriving the peasants; we must follow the new road of equal rights of members, sharing assets according to shares, sharing benefits according to their ability, relying on peasants, and serving peasants. Farmers jointly decide on the mode of cooperation and jointly design supervision and incentive mechanisms, which is the basis for improving the performance of collective action and ensuring the healthy development of the collective economy. It is necessary to start from returning financial power to the people, empowering the people, as well as improving the system, optimizing governance, strengthening management and standardizing operation, and promoting its transition from a capable person model to an institutional model.（AI翻译）
