中国城市环境治理的兴起同国际上治理理论和实践的兴起相联系，还同国内城市环境的恶化相联系。

中国城市环境治理需要选择、设计和应用信息型政策工具。中国城市环境治理信息型政策工具的选择有其政治机理。从公共行政作为科学隐喻、艺术隐喻和社会设计隐喻的视角看，理性设计、渐进设计和社会设计是中国城市环境治理信息型政策工具设计的模式。

《中国城市环境治理的信息型政策工具研究》选取东部的北京市、镇江市，中部的武汉城市圈、长株潭城市群，西部的呼和浩特市、昆明市环境治理信息型政策工具的应用为实例，对应用状况予以深度解析。以应用状况为基点，揭示应用差异的缘由，提炼可资借鉴的经验，探寻有待改进的地方。选取2008-2012年披露环境信息的180家上市公司和2010-2012年进行环境信息依申请公开的60个地级市以上环境保护局为样本，剖析中国城市企业、政府环境信息公开的成效和缺陷。提出需要对中国城市环境治理的信息型政策工具进行优化的政策建议。

The rise of urban environmental governance in China is linked to the rise of international governance theory and practice, as well as the deterioration of the domestic urban environment. China's urban environmental governance requires the selection, design and application of information-based policy tools. The choice of information-based policy tools for urban environmental governance in China has its own political mechanism. From the perspective of public administration as a scientific metaphor, art metaphor and social design metaphor, rational design, progressive design and social design are the models of information-based policy tool design for urban environmental governance in China. "Research on Information-based Policy Tools for Urban Environmental Governance in China" selects the application of information-based policy tools for environmental governance in Beijing and Zhenjiang in the east, Wuhan City Circle and Changzhutan City Agglomeration in the central part, and Hohhot City and Kunming City in the west as examples, and analyzes the application status in depth. Based on the application status, reveal the reasons for application differences, extract the experience that can be used for reference, and explore the areas for improvement. A sample of 180 listed companies that disclosed environmental information from 2008 to 2012 and 60 environmental protection bureaus at or above the prefecture level that applied for disclosure of environmental information from 2010 to 2012 were selected to analyze the effectiveness and shortcomings of environmental information disclosure by Chinese urban enterprises and governments. Put forward policy suggestions that need to optimize the information-based policy tools of urban environmental governance in China.（AI翻译）
