作者从马克思主义维护民众权益的基本立场出发，坚持马克思的经济正义观，借鉴西方产权理论与经济正义理论的工具性研究成果，分析指出失地农民经济权益损失的直接原因在于中国现行征地制度的弊端，深层原因在于现行农地产权制度的不完善。进一步通过对比研究国内外土地征收制度的基本特征与差异，提出要在坚持土地公有制的基础上，逐步完善征地制度，切实保障失地农民经济权益的理念构想与制度建设。

Starting from the basic position of Marxism in safeguarding the rights and interests of the people, adhering to Marx's concept of economic justice, and drawing on the instrumental research results of Western property rights theory and economic justice theory, the author analyzes and points out that the direct cause of the loss of economic rights and interests of landless peasants lies in the shortcomings of China's current land acquisition system, and the deep reason lies in the imperfection of the current agricultural land property rights system. Through further comparative study of the basic characteristics and differences of the land expropriation system at home and abroad, it is proposed to gradually improve the land expropriation system on the basis of adhering to the public ownership of land, and effectively protect the economic rights and interests of landless peasants.（AI翻译）
