本书研究的关键问题是：如何进行高等教育规划才能使培养的人才适应并推动社会经济的发展。本书主要以经济学和系统科学等学科为基础，运用了系统论、供需论、历史分析、文献整理、国际比较等理论和方法，阐明了教育规划的概念、特点、意义、制约因素、主要程序以及主要分类等；论证了高等教育规模规划应结合人力需求法和社会需求法，进行系统全面的供需因素分析；根据协整理论和方法，建立了高等教育学生规模的长期协整方程并作出了预测；以后提出了高等教育的教师和经费的规划和预测方法。

The key question studied in this book is how to plan higher education to adapt and promote social and economic development. Based on economics and systems science, this book uses theories and methods such as systems theory, supply and demand theory, historical analysis, literature collation, and international comparison, and clarifies the concepts, characteristics, significance, constraints, main procedures and main classifications of educational planning. It is demonstrated that the scale planning of higher education should be combined with the human demand method and the social demand method to conduct a systematic and comprehensive analysis of supply and demand factors. According to the cointegration theory and method, a long-term cointegration equation for the size of higher education students is established and forecasted. Subsequently, methods for planning and forecasting teachers and funding for higher education were proposed.（AI翻译）
