朱文蔚著的这本《中国地方政府性债务与区域经济增长的关系研究》按照先分析地方政府债务对区域经济增长的影响，然后反过来分析经济增长放缓对地方政府债务产生的影响的分析逻辑，从理论与实证两方面对国外与国内的相关研究进行了梳理与总结。将理论方面研究与争论概括为政府举债有利于经济增长、政府举债长期甚至短期都不利于经济增长、政府举债对经济增长影响是不确定的三个观点。实证方面的研究主要就政府债务阈值的检验及争论、研究方法等方面进行了归纳与评价。对于国内的相关研究主要从政府债务的分类与债务规模的估计、我国政府债务可持续性问题、地方政府融资平台问题、地方政府债务膨胀的原因及风险进行了综述，并指出了国内有关政府债务与我国经济增长关系的相关研究中的不足，并提出了一些相应的政策建议。
