本书是北京农禾之家咨询服务中心综合农协研究组集体著作的第三本。

本书记载了河北省基层社综合改革走向“新农协”试点的历程。这是研究组接受河北省供销总社的委托，从方案设计到实施全过程的咨询服务的展现。

以建设新农村综合发展合作协会为契机，重构基层供销社，使之真正成为“姓农”和“为农”的社区化新型乡村组织，突破当前的“三农”困局，是试点的主要目标。

This book is the third collective book of the Comprehensive Agricultural Cooperation Research Group of the Beijing Nonghe Home Advisory Service Center. This book records the comprehensive reform of grassroots communities in Hebei Province to the pilot of the "New Agricultural Cooperative". This is the demonstration of the consulting services of the research group from the whole process of program design to implementation entrusted by Hebei Supply and Marketing Corporation. Taking the construction of the New Rural Comprehensive Development Cooperation Association as an opportunity, reconstructing grassroots supply and marketing cooperatives, making them truly a new type of community-based rural organization with "surnamed farmers" and "farmers", and breaking through the current dilemma of "three rural areas", is the main goal of the pilot.
