本书是作者承担完成的国家社科基金2007年资助课题《西部民族地区构建现代农村金融制度新体系研究》的成果汇编。本研究初步构建出一个新的现代农村金融制度体系；提出“农民对金融服务的需求巨大，而不存在所谓的内因自我抑制”的新命题；深入分析政府压制是农村金融抑制的主要原因，提出政府压制农村金融的理由都是站不脚的命题；提出把民间金融改造成农民资金互助社的具体方案；深入挖掘我国享有农村金融机构服务不能令人满意的根源；实事求是地分析新农村金融机构的设计存在门槛过高等问题；深入研究我国之所以不愿意学习借鉴日、韩、台农协办金融经验的原因，等等。

This book is a compilation of the results of the project "Research on Building a New System of Modern Rural Financial System in Western Ethnic Areas" funded by the National Social Science Foundation in 2007 undertaken by the author. This study preliminarily constructs a new modern rural financial system.
