本书从产权角度出发，提出以地方政府为行为主体的“产权区域”是中国区域制度基本特征，研究产权区域制度对经济增长的影响。制度安排必须通过影响主体的行为选择才能真正发挥效应，中国特殊的政治经济环境与职能分工体系形成独有的地方制度模式，使得地方政府成为上级区域和本级公众的双重代理人，区域间博弈是“政治—经济”双重激励的必然结果。本书将财政支出结构、劳动力等因素引入两部门结构模型与简化的财政支出分权模型，构建了中国产权区域制度与长期经济增长理论模型，实证分析与分异研究的结果表明：产权区域制度是实现我国整体最大利益的重要保障，其差异化有助于地区经济快速增长。基于对当前区域发展存在的地方财政压力、重复建设、地方保护与市场分割、环境问题等中国产权区域制度负外部性的深入剖析，本书提出了制度完善的政策建议与优化措施。
From the perspective of property rights, this book proposes that the "property rights area" with local governments as the actor is the basic feature of China's regional system, and studies the impact of the property rights regional system on economic growth. China's special political and economic environment and functional division of labor system form a unique local institutional model, making local governments become the dual agents of the higher region and the public at the same level, and the inter-regional game is the inevitable result of the dual incentive of "political and economic". This book introduces the fiscal expenditure structure, labor and other factors into the two-sector structure model and the simplified fiscal expenditure decentralization model, constructs the theoretical model of China's regional property rights system and long-term economic growth, and the results of empirical analysis and differentiation research show that the regional property rights system is an important guarantee for realizing the overall best interests of China, and its differentiation is conducive to the rapid growth of regional economy. Based on the in-depth analysis of the negative externalities of China's regional property rights system, such as local fiscal pressure, duplicate construction, local protection and market segmentation, and environmental problems in the current regional development, this book puts forward policy suggestions and optimization measures for institutional improvement.（AI翻译）
