本研究对中国与德国国家与区域创新体系的历史沿革、制度结构特征、体系的创新绩效以及在体系内政府作用的探讨。本研究的创新之处：创造性地运用了更适合创新研究的制度与演化经济学的范式，力图突破新古典经济学静态均衡分析、最优化理想模型建构的框框以及行为人完全理性的假设，使分析框架更接近现实。制度和演化经济学认为创新是技术与制度共生演化的结果，同新古典范式不同，它强调不同体系和行为主体之间的多样性和差异性，认为创新体系的研究具有不可最优化的特性，从而使比较分析能够产生更丰富的成果。另外，它认为历史性的考量是创新体系研究的本质，从而为把历史重新纳入经济分析奠定了理论基础。

The historical development of the national and regional systems of innovation in China and Germany, characteristics of their institutional structures, innovation performance of the systems and the roles of their governments are explored in this study. The innovative point of the study: the paradigm of institutional and evolutionary economics more suitable for innovative research used creatively to strive to break through the limits of the static equalization analysis and the optimization of the building of the ideal model and the assumption of entirely rational doers so as to make the analysis framework closer to reality. Institutional and evolutionary economics believes that innovation is the result of a symbiotic evolution between technologies and institutions, and it, unlike the neoclassical paradigm, emphasizes the diversity and differences of different systems and behavioral agents, and argues that the research on the system of innovation has a characteristic of non optimization, for which comparative analysis can lead to richer results. In addition, it proposes that historical considerations constitute the essence of the research on the system of innovation to lay a theoretical foundation for the reincorporation of history into economic analysis.
