同治九年（1870），天津教案爆发，中央决定裁撤三口通商大臣，添设津海关道，专管中外交涉和新、钞两关税务。津海关道的设置突破了原本由天津道兼管交涉和海关事务的常规做法，成为一个特例。自设立以来，津海关道以其重要的地位逐步成为直隶总督兼北洋大臣的得力臂膀，并在办理对外交涉、管理海关以及投身洋务新政事业的过程中日益拓展自身职能，成为尽力弥补中外隔阂，缩短中外差距的近代新式官僚。甲午中日战争后，李鸿章离职，津海关道职权、薪体等制度逐步丧失了直隶总督的支持与保护，津海关道长袖善舞的形象悄然发生改变，最后收缩在清末中央和地方缺乏周密安排的改革浪潮中，终结在清王朝灭亡的大变革时代里，这是津海关道制度内在多重矛盾使然，也是时代发展的必然。
