本书在对中国雾霾防治政策的现实需求进行实证调查的基础上，较为系统地梳理了雾霾防治政策的供给演进情况；借鉴经济合作与发展组织绩效审计的4E评价原则，构建了雾霾防治政策绩效评价指标体系，对中国雾霾防治政策绩效情况进行了问卷调查，全面评价了中国雾霾防治政策的绩效水平；基于政策过程视角，从政策制定、政策实施两方面考察了中国雾霾防治政策绩效的影响因素，并运用结构方程模型法揭示了中国雾霾防治政策制定与实施对政策绩效的影响机理；在对国外雾霾防治政策的主要做法和成功经验进行归纳总结基础上，提出了全面优化雾霾防治政策的对策建议。本书适合大气环境政策研究者、政府大气环境管理部门和公共管理专业学生等阅读参考。

Based on the empirical investigation of the actual needs of China's smog prevention and control policies, this book systematically sorts out the supply evolution of smog prevention and control policies. Drawing on the 4E evaluation principles of the performance audit of the Organization for Economic Co-operation and Development, the performance evaluation index system of smog prevention and control policies was constructed, and a questionnaire survey was conducted on the performance of China's smog prevention and control policies, and the performance level of China's smog prevention and control policies was comprehensively evaluated. Based on the perspective of policy process, the influencing factors of China's smog prevention and control policy performance were examined from the aspects of policy formulation and policy implementation, and the structural equation model method was used to reveal the influence mechanism of China's smog prevention policy formulation and implementation on policy performance. On the basis of summarizing the main practices and successful experiences of foreign smog prevention and control policies, countermeasures and suggestions for comprehensively optimizing smog prevention and control policies are proposed.
