严格来讲，市制是一个与省制、县制相对应的仅适用于城市区域的行政区划类型及其相关制度规定的总称。本书以改革开放以来，在中国大陆地区所实施的一系列市制改革举措为观察对象，系统分析了不同城市之间所形成的等级差异现象，并进一步将其提炼为“城市政治势差结构”。这一结构认为，处在不同“势位”的城市对优势资源的吸引力出现了明显分化。这不但制约了“低势位”城市的潜能释放，还制造了城市政府间的合作障碍。本书力图通过对这一过程的描述和探讨，找到推动中国大中小城市协调发展的市制改革路径。
Strictly speaking, the municipal system is a general term corresponding to the provincial system and the county system, which only applies to the types of administrative divisions and their related system provisions in urban areas. This book takes a series of municipal reform measures implemented in Chinese mainland since the reform and opening up as the observation object, systematically analyzes the phenomenon of grade differences between different cities, and further distills it into "urban political gap structure". This structure believes that the attractiveness of advantageous resources in cities in different "positions" has been clearly diverged. This not only restricts the release of the potential of "low-potential" cities, but also creates obstacles to cooperation between city governments. This book attempts to find a path of municipal reform to promote the coordinated development of large, medium, and small cities in China through the description and discussion of this process.（AI翻译）
