摘要：来自监利“东方之星”客轮翻沉事件中公共救援的报告表明，现代公共精神的重塑，关键在于制度建设和文化建设互为支撑并形成国民共同体的凝聚力，即孕育于国民共同体的公共精神主要来自两个方面的支持力量：一是公共组织（政府）与个体民众紧密相关的现实政治权益联系；二是基于价值共享基础上的文化共同体意识。本报告围绕政治权益联系与文化价值联系对监利人民在“东方之星”客轮翻沉事件中所展现的公共精神进行讨论，试图辨识政治凝聚纽带与文化凝聚纽带如何把个体民众与公共组织（政府）密切联结起来，其所揭示的公共精神的本质如何贯穿于监利公共精神的建构当中，并指出监利公共精神的内涵对构建新时代中国公共伦理和公共精神所具有的示范或启示意义。从监利个案中，能够概括和提炼出当今中国公共精神的核心元素，或者说，监利人民展示出来的基于政治权益联系与文化价值联系基础上的现代公共精神，具备当今中国社会转型时期社会公共生活伦理的基础价值建构意义。

Abstract: According to the report of capsized“Oriental Star”in Jianli, the remodeling of modern public spirit lies in institutional construction and cultural construction interactively support each other and the community cohension that formed by them,that is public spirit mainly comes from two things: one is the closely linked political rights between community organization and individuals; another one is the cultural community consciousness based on shared value. This report focuses on the public spirit demonstrated by the accident of“Oriental Star”from the perspective of political and cultural ties, trying to identify that how do thoses ties link the populace and the governmant together, and how does the essence of public spirit permeate in the whole process of construction of the public spirit,and pointing out the referential significance from Jianli case to the construction of public ethics and public spirit of new era. From the case of Jianli,we can summarize and generalize the core element of public spirit in today's China, or the modern pub-lic spirit based on those political and cultural ties has the significance of basic constructional value to social public life in current transitional period.
