政党对代议制民主来说是不可或缺的，它基本垄断了民意代表的遴选权，负责向选民和政府推荐合格的议员候选人。从西方国家的政治运作来看，政党之间在议员候选人遴选的制度与实践上存在诸多差异，可从遴选依据、候选资格、遴选者、遴选层面以及遴选方式等多方面进行观察和比较。英、美、日三国是世界上举足轻重的大国，政党政治发达，在政党遴选方面各具特色：英国注重发挥核准名单的把关作用，美国实行多种形式的政党初选，日本的派系协商根深蒂固。从政治生态环境视角看，社会结构、政治制度、政党特征是影响政党遴选议员候选人的重要层面。其中，社会结构是影响遴选活动的基础层面，政治制度在遴选过程中发挥关键作用，而政党的自身特征则直接影响到遴选活动的状况。

张君 政治学博士，现就职于中国社会科学院政治学研究所，创新工程A类项目“政治发展与国家治理研究”执行研究员。主要研究领域为民主理论、政党研究。曾在《政治学研究》《红旗文稿》等刊物发表学术论文十余篇，部分观点被《求是》等重要刊物摘发。参与完成近十项国家社科基金交办委托项目及国家部委委托项目，获得过中国社会科学院优秀对策信息奖二等奖等多个奖项。
