国家管辖范围以外区域海洋生物多样性（BBNJ）养护和可持续利用问题国际文书谈判政府间大会于2018年9月正式开启，标志着有关BBNJ的国际立法进程进入新阶段。BBNJ国际文书谈判是当前海洋法领域最重要的国际立法进程，涉及海洋遗传资源的获取和惠益分享、海洋保护区等划区管理工具、环境影响评价、能力建设和海洋技术转让等最重要、最前沿的热点问题，攸关海洋新资源和海洋活动空间等战略利益，牵动国际海洋秩序的调整和变革，各国都对该谈判予以高度重视。

The Intergovernmental Conference for the Negotiation of an International Instrument for the Conservation and Sustainable Use of Marine Biological Diversity Beyond Areas of National Jurisdiction (BBNJ) officially opened in September 2018, marking a new phase in the international legislative process on the BBNJ. The negotiation of the BBNJ international instrument is currently the most important international legislative process in the field of the law of the sea, involving the most important and cutting-edge hot issues such as access to and benefit-sharing of marine genetic resources, management tools for marine protected areas and other areas, environmental impact assessment, capacity building and marine technology transfer, and strategic interests such as new marine resources and space for marine activities, and the adjustment and reform of the international maritime order. The book mainly introduces the Chinese government's participation in the negotiation process of the third implementing agreement of the United Nations Convention on the Law of the Sea, including the report of the Chinese government on the national position of the BBNJ preparatory committee negotiations submitted to the United Nations, and the statements made by the Chinese delegation at the first to fourth meetings of the BBNJ preparatory committee and the first meeting of the intergovernmental meeting.
