摘要：斯里兰卡地处印度洋战略要道，同时也是中国“一带一路”建设的重要国家，在中国的对外投资中占据重要地位。随着中国在斯里兰卡投资的深入，综合考虑了自然因素、国际因素以及其他广义社会因素的社会安全视角，为项目管理提供了必要参考。在政治环境、经济发展、法律环境、社会文化、生态卫生这五个社会安全维度的影响下，腐败低效、政治生态、外债负担、法律制度、公共安全和环境保护成为现阶段影响在斯里兰卡国际投资项目安全的重要因素。中国在斯里兰卡的投资以大型基础设施建设项目为主，通过典型案例分析，其面临的投资项目安全问题，既符合共性，也拥有其特殊性，包括国内政治斗争对中国议题的利用，大国地缘政治竞争导致中斯双边关系的不确定性，该国对中国投射“外债焦虑”，项目投资过程中环境保护的需要以及中国项目舆论环境的恶化等。由于斯里兰卡的发展需要，中国未来在斯里兰卡投资前景仍然保持积极，而投资规模的进一步扩大，也对项目管理和运营提出了更高要求。

Abstract：Sri Lanka is located on the strategic route of the Indian Ocean.It also occupies an important position in China’s“Belt and Road”construction and China’s outbound investment.The social security perspective，comprehensively considering natural factors，international factors and other generalized social factors，is providing necessary reference for project management with the deepening of Chinese investment in Sri Lanka.The political environment，economic development，legal environment，cultural and ecological environment make up five analytic perspectives of social security.Under this framework，corruption，political environment，foreign debt，legal system，public security and environmental protection have become important factors affecting the social security of international investment in Sri Lanka.China’s investment in Sri Lanka has given priority to large infrastructure construction projects.After the case studies based on the analytical framework，the book indicates that China’s investment safety in social perspectives is in line with the common，also has its particularity，which includes the domestic political struggle of Chinese issues，the uncertainty of bilateral relations caused by geopolitical competition between large countries，Sri Lanka’s projected“anxiety”to China，the requirement of environmental pro-tection and deterioration in the public opinion towards China，etc.Due to the development needs of Sri Lanka，the prospect of Chinese investment in Sri Lanka remains positive.Higher requirements for project management and operation would be necessary because of the expansion of investment scale.
