该书系统论述了地方政府环境治理能力的内涵、要素及影响因素，构建了一个较为科学的定性描述和定量分析有机结合的指标体系，并以此来测量和评价地方政府环境治理能力的状况。在对改革开放以来中国地方政府环境治理能力进行测量和评价的基础上，深入分析了改革开放以来中国地方政府环境治理能力提升的路径依赖困境，并借鉴国内外地方政府环境治理能力提升的经验，结合转型时期中国地方的实际情况，提出中国地方政府环境治理能力提升的路径选择。

This book systematically discusses the connotation, elements and influencing factors of local governments' environmental governance capabilities, and constructs a more scientific index system that combines qualitative description and quantitative analysis, and uses this to measure and evaluate the status of local governments' environmental governance capabilities. Based on the measurement and evaluation of the environmental governance capacity of local governments in China since the reform and opening up, this paper analyzes the path dependence dilemma of the improvement of local government environmental governance capacity in China since the reform and opening up, draws on the experience of improving the environmental governance capacity of local governments at home and abroad, and puts forward the path choice for the improvement of the environmental governance capacity of local governments in China during the transition period.（AI翻译）
