本书从低碳城市建设的内涵入手，在对中国低碳试点城市实践进展定性评估的基础上，借鉴国内外低碳城市建设评价相关指标体系的经验，集成构建了针对中国低碳城市建设的评价指标体系。本书实现了从低碳城市建设内涵，到指标体系构建理论与方法，以及评价应用的贯通，对于不同用户（国家主管部门自上而下考核评估、地方政府自评估、第三方机构评估）都具有适应性。从城市低碳发展宏观领域、能源低碳、产业低碳、低碳生活、资源环境、低碳政策与创新六个维度，对三批低碳试点城市进行了分城市类别和分试点批次等多维度对比评估，定量分析了低碳城市试点政策的成效，并提出了政策建议。

Starting from the connotation of low-carbon city construction, this book integrates and constructs an evaluation index system for China's low-carbon city construction on the basis of qualitative evaluation of the progress of China's low-carbon pilot city practice, and draws on the experience of relevant index systems for the evaluation of low-carbon city construction at home and abroad. This book realizes the connection from the connotation of low-carbon city construction, to the theory and method of index system construction, and the evaluation application, and is adaptable to different users (top-down assessment and evaluation by national authorities, self-assessment by local governments, and evaluation by third-party institutions). From the six dimensions of urban low-carbon development macro, energy low-carbon, industrial low-carbon, low-carbon life, resources and environment, low-carbon policy and innovation, the three batches of low-carbon pilot cities were evaluated by city category and pilot batch, and the effectiveness of low-carbon city pilot policies was quantitatively analyzed and policy suggestions were put forward.（AI翻译）
