本书利用美国政府的解密文件并借鉴相关的科研成果，考察冷战前期美国对拉美政策的几次重大调整。以美国国家安全和拉美地区经济发展之间的博弈关系为主线，揭示冷战时期美国对拉美政策的实质和美拉关系的规律性发展；采用比较分析的方法，呈现美国与苏联在西半球此消彼长的竞争关系；从国际、地区、国家三个层次，阐明冷战、拉美地区局势与美国对外政策之间的互动影响。

杜娟，1984年生人，河南许昌人。2005年从东北师范大学获得历史学学士学位。2007年、2010年先后从南开大学历史学院获得历史学硕士、博士学位。2010年7月至今，在中国社会科学院世界历史研究所工作。2012年10月至2013年8月，赴美国加州大学圣迭戈分校进行学术访问。主要学术领域：拉美国际关系史、拉美移民史、冷战史。出版译著1部，并在《世界历史》、《拉丁美洲研究》等核心期刊发表论文十余篇，部分成果被《新华文摘》和《人民论坛》全文或部分转载。
