基于2018年度民政部政策研究中心在29个省份的抽样调查数据，尤其是2018年“托底性保障政策支持系统建设项目”调查数据，本书研究项目组通过描述分析和模型分析，从困难家庭儿童的生存权、发展权入手，对比分析低保家庭、边缘家庭与普通家庭的儿童状况，并延伸至城乡困难家庭中的未成年人的基本生活保障状况、社会保护状况，分析救助需求和当前未成年人保障政策的实际效果等方面的研究，提出贫困家庭未成年人社会支持政策的完善方案与建议。
