居住正义是指现代社会居民的居住权是一顼基本权利，现代国家应保证每一位居民的基本居住条件，这是现代文明的基本标志。但在市场经济中，住房具有与其他商品完全不同的两栖性，既可用于投资，也可用于消费。如果一个国家不能在理论上及政策上对这个问题清楚界定，这个国家的房地产市场就可能偏离正常轨道。所以，现代国家的政府就得通过公共决策方式来制定相应的房地产市场法律和政策，以保证居民的居住正义。
本书对现代房地产市场的理论、各国房地产市场法律与制度安排进行了系统全面的梳理，在此基础上提出中国居住正义的理论框架，并运用这个理论框架对中国房地产市场发展模式与路径、房地产市场的性质与特征、房地产市场的运作方式、房地产金融市场的本质特征，及房地产市场改革和房地产市场存在的问题等方面进行了全面而深入的研究。本书提出的居住正义理论对理解中国房地产市场改革具有重要意义。
Residence justice means that the right of residence of residents in modern society is a basic right, and the modern state should guarantee the basic living conditions of every resident, which is the basic symbol of modern civilization. But in a market economy, housing has a completely different amphibious nature than other commodities, which can be used for both investment and consumption. If a country does not define this issue clearly in theory and policy, the country's housing market may be off track. Therefore, the government of modern countries has to formulate corresponding real estate market laws and policies through public decision-making to ensure the justice of residents.
