本书系统阐述了城乡一体化进程中公共品供给引导要素流动进而作用于城乡一体化的影响机制，实证分析了农村公共品供给对城乡一体化的影响效应，揭示了城乡一体化进程中农村公共品供给面临的诸多问题。本书认为，当前农村生产要素流动应表现为“劳动力流出、资本流入”，但受城乡二元结构和二元体制的制约，城乡公共品配置扭曲，使生产要素呈现由农村向城镇单边流动的趋向。本书提出将财政作为城乡关系治理的基础和重要支柱，加快农村公共品供给侧改革，优化公共品配置，引导城乡要素自由流动和平等交换，振兴乡村，促进城乡一体化。

This book systematically expounds the influence mechanism of public goods supply guiding the flow of factors in the process of urban-rural integration, empirically analyzes the influence effect of rural public goods supply on urban-rural integration, and reveals many problems faced by rural public goods supply in the process of urban-rural integration. This book argues that the current flow of rural production factors should be manifested as "labor outflow and capital inflow", but due to the constraints of the urban-rural dual structure and the dual system, the allocation of urban and rural public goods is distorted, so that the production factors show a trend of unilateral flow from rural to urban. This book proposes to take finance as the foundation and important pillar of urban-rural relationship governance, accelerate the supply-side reform of rural public goods, optimize the allocation of public goods, guide the free flow and equal exchange of urban and rural factors, revitalize the countryside, and promote urban-rural integration.（AI翻译）
