本书立足于完善国家治理体系、提高国家治理能力的高度，旨在通过编制、研究国家整体与居民、非金融企业、金融机构及中央银行、中央政府、地方政府、对外部门等资产负债表，并结合市场化改革进程中经济发展的阶段性、体制性、结构性特征，系统分析中国经济规模扩张与结构调整的特点与轨迹，客观评估各种短期与中长期经济运行和债务、金融风险。在科学估算各类数据的基础上，初步对中国国家及部门资产负债表进行剖析，并尝试从一个新的角度审视当前中国面临的发展可持续性、政府转型、地方债务、福利改革、金融系统开放与稳定性等一系列重大问题，探讨相应的政策措施、制度安排。

Based on the height of improving the national governance system and improving the national governance capacity, this book aims to systematically analyze the characteristics and trajectories of China's economic scale expansion and structural adjustment by compiling and studying the balance sheets of the country as a whole and residents, non-financial enterprises, financial institutions and central banks, central governments, local governments, foreign departments, etc., and combining the phased, institutional and structural characteristics of economic development in the process of market-oriented reform, and objectively evaluating various short-term, medium- and long-term economic operations and debt and financial risks. On the basis of scientific estimation of various data, this paper preliminarily analyzes China's national and departmental balance sheets, and tries to examine a series of major issues facing China from a new perspective, such as development sustainability, government transformation, local debt, welfare reform, and the openness and stability of the financial system, and discusses corresponding policy measures and institutional arrangements.（AI翻译）
