本书从空间经济学的视角研究了城镇化发展的理论问题，分析了新中国成立后，特别是改革开放以来城镇化发展的实际情况，提出兼顾集聚经济发展“效率”和城乡平衡发展“公平”的城镇化发展道路，即一方面以东部沿海的大城市及中西部地区有条件的大城市为依托大力发展表现为大都市圈特征的城市化，另一方面在都市圏以外的相对边缘和落后地区依托县城发展中小城市，推进有重点的农村城镇化，走发展以都市圈为特征的城市化与有重点的农村城镇化协调共进的“二元城镇化发展道路”。
