秦汉魏晋时代，简牍文书行政是国家维系官僚体制和基层控制的有效手段，借助20世纪来出土简牍，秦汉各行政层级的文书均得呈现。而文献不足征，学界对三国时期的地方行政与公文所知甚少。本书利用出土数量最多的三国文献（长沙走马楼吴简），探讨孙吴县级机构的公文样态与文书行政。

吴简出土时受扰乱，本书运用古文书学手段，对竹简、竹木牍官文书进行复原与集成；结合官文书与簿书，提出吴简为临湘侯国档案群；解析县级公文的类型与运转机制，复原政务办理程序。

本书具多重学术价值：在吴简学领域，推进官文书整理及研究；在三国史领域，以自下而上的视野考察孙吴的统治秩序；在制度史领域，引入“活的制度史”理念，动态观察文书流转及行政过程；亦将为新时期长沙及全国古井简牍的整理研究提供借鉴，具有应用价值。
