基层是社会的基石。基层社会治理，关乎政治发展大局和国家长治久安， 是一个十分值得关注的问题。本书包括海南的农村基层党建、乡镇政治关系、农村基层社会管理、“难点村” 治理、城市社区治理、农村养老保险制度、农村文明生态村建设、21世纪初的农村村民自治等九个专题，探讨了海南基层社会治理的几个侧面，希望能够给学术界今后的深入研究提供一些基础性的调查研究资料。
