在“双一流”建设的背景下、在制度转型与创新的过程中，对大学章程能否充分发挥其功能的讨论与反思就显得十分重要。本书选取部分公立高等学校章程为研究对象，采用问卷调查、访谈、文本分析等方法，对大学章程的实施现状和功能实现度进行分析。同时借鉴伯恩斯的行动者—系统—动力学理论，从行动者、制度和环境三个层面对影响大学章程功能实现的内外因素及其互动机制进行探讨，据此提出提升大学章程功能实现的建议。
