本书系统梳理了农民工的产生与发展、农民工的培训历程和国际农村劳动力转移培训经验；通过广泛的问卷调查归纳了新生代农民工群体特征与人力资本水平、工作与培训现状，分析了人资要素对职业认知与职业行为、培训意愿与培训行为的影响；分别从培训主体及责任、培训目标定位、培训策略选择、培训体系建构、培训模式设计、培训质量管理与评价等方面阐释了各培训主体实然和应然的意愿与行为表现，提出了相应的变革与调整的途径、意见和建议。
