如何使城市规划的法律规制适应国家快速的城市化进程，是广大发展中国家面临的共同挑战。拉美国家制度发展历程既有发展中国家的共性，又有地区特色。一方面，立法内容丰富，但实效性有限。另一方面，从制度上看，拉美地区的城市规划采取立法先行的模式，在发展中国家中具有一定的典范意义。拉美地区城市规划立法起步早，注重将规划内容和部门职责纳入基本法，善于借鉴域外法律经验。拉美地区的规划法治化仍在发展，经验抑或教训仍需立足国情进行科学研究和梳理。
