明清时期，受内乱、倭患、海盗及西方殖民者的影响，为了御外敌、平内乱、治海洋，政府在地方行政体系中增设专职“海防”的官员，完善了军政协同的防御体系。本书基于明清时期国家治理海洋的需求，深入研究海防职官的产生背景、历史沿革、空间分布与职能演变，分析海防职官在海洋治理过程中的角色、地位、作用与影响，进而揭示明清时期海洋治理的成效与不足，汲取历史经验。
