本报告以欧洲国家科研评价体系为研究对象，选取了英国、意大利、挪威、芬兰、丹麦、比利时、波兰、法国和荷兰9个具有代表性的国家，在阐述其国家科研体制概况的基础上，梳理了各国国家科研评价体系的发展历程，介绍了各国最近一次评价活动的评价目的、评价标准、评价过程、评价结果及应用、评价效果与影响、评价特点等，以期为推进中国特色学术评价体系建设提供启示和借鉴，也为中国科研评价活动实践提供操作层面的参考。
