素质教育是我国教育改革发展的战略主题和价值取向，但实践中成效不尽如人意。究其原因在于素质教育基本理论上未达成共识，素质教育缺乏科学、系统的理论支撑。本书厘清素质教育基本理论问题，梳理素质教育学的理论基础，明确其研究对象与研究任务，界定其学科属性；研究素质概念，探究素质形成发展的一般过程及基本规律；揭示素质教育的本质内涵和基本内容，剖析其要义；提出素质本位观、学生中心观、教师主导观、开发内化创新学习观和素质发展质量观的素质教育五大基本观念；划分素质教育的基本形态，分析其教育目的、基本任务、基本要求等。
