摘要：自“一带一路”倡议提出后，中巴经济走廊建设快速推进，并已初见成效。与此同时，在中国的参与和支持下，埃塞俄比亚—吉布提经济走廊、乌干达—肯尼亚经济走廊和卢旺达—坦桑尼亚经济走廊也开始逐渐成型。本报告系统分析了上述四大经济走廊的政治、经济发展情况以及中国在其中所面临的机遇与挑战。随着中巴经济走廊的不断发展，以及中国与东非各国合作的深入，上述四大经济走廊将成为环印度洋的新兴制造业基地；同时，中国也由此获得印度洋、太平洋“两洋发展”的重要战略空间。因此，本报告建议以四大经济走廊为基础打造中国—印度洋经济圈。具体措施包括推动建立以中国为主导的自贸区网络，促进贸易创造、产业技术转移和资源高效配置；引导产业对接和产能合作，促进跨境投资；建立共同的危机应对机制，重点是加强共同反恐机制、应对人道主义危机等。关键词：一带一路 中巴经济走廊 东部非洲 互联互通

Abstract：After the Belt and Road Initiative was put forward，the construction of China-Pakistan Economic Corridor has been accelerating rapidly with preliminary results.In the meantime，with the participation and support of China，Ethiopia-Djibouti economic corridor，Uganda-Kenya economic corridor and Rwanda-Tanzania economic corridor are gradually taking shape.This report systematically analyzes the politics，economic deve-lopment，chance and challenge that the four economic corridor and China would face.With the development of China-Pakistan Economic Corridor and the in-depth cooperation between China and East African countries，the above four economic corridor will become the new manufacturing base in Indian Ocean Rim；at the meanwhile，this has brought China the important strategic space of the Indian-Pacific Ocean development.Therefore，this report suggests to build the China-Indian Ocean Economic Circle on the base of the four economic corridor.The specific measures are as follows：building free trade area network dominated by China，promoting trade creation，industry technology transformation and effective allocation of environmental resources；guiding industry docking and capacity cooperation and promoting cross-border investment；establishing an counter-crisis mechanism based on a joint efforts with an emphasis on anti-terrorism and humanitarian crisis，and so on.Key Words：the Belt and Road Initiative；China-Pakistan Economic Corridor；East Africa；interconnection
