本书基于当前西方前沿的公共价值理论，综合审视了我国改革开放以来的社会发展实践。具体而言，本书系统地梳理了公共价值理论的内涵及其发展历程，对公共价值的测度、公共价值管理范式的要素进行深度分析，结合当前发展观念正在转型的社会背景，构建了符合我国实际的公共价值账户。继而通过因子分析、聚类分析、熵值法、深度访谈等方法，对改革开放以来我国社会发展中的政治价值、经济价值、文化价值、社会价值、生态价值及总的公共价值进行科学研判和分析。研究表明，改革开放40年来我国社会发展的公共价值总体呈上升趋势，但经济价值与生态价值之间存在一定消长关系，而落后地区提升公共价值水平的当务之急仍然是因地制宜地加大经济发展力度。
