Abstract：In order to conscientiously implement the important thinking of Xi Jinping’s strategy of strengthening the country through talents，establish the strategic position of talents to lead development，and promote the“Opinions on Deepening the Reform of System and Mechanism of Talent Development”，Based on a deep understanding of the relationship between the laws of market economy and the law of talent growth，the one-time talent remuneration package and the continuous talent innovation space，the departmental talent innovation policy and the comprehensive regional development environment，the Institute of Law of the Chinese Academy of Social Sciences，in conjunction with experts in relevant fields，develop an index system of high-quality ecosystem for talents，and comprehensively evaluate the talent development ecological environment of 25 first-tier districts in the first-tier cities of Beijing，Shanghai，Guangzhou，Shenzhen and Hangzhou（the top 5 districts in each city’s GDP）to promote the construction of a globally competitive talent system in China，the use of talent in the world.
