本书基于扶持人口较少民族发展政策的特殊性与差异性，分析了差别化政策的理论基础、演进历程、政策特点与绩效评价。从自然禀赋异质性等维度分析了差别化扶持人口较少民族发展的现实原因，提出了差别化扶持应坚持民族因素与区域因素相结合，将人口较少民族聚居区划分为5种类型并进行了评价和检验。最后，论述了差别化政策的价值意蕴、原则与选择重点。
